Concerns raised over potential bullying in NS 3.0 [WATCH]
KUALA LUMPUR: Concerns have been raised about potential bullying and provocation among trainees in the National Service Training Programme (NS) 3.0.
The Parliamentary Special Select Committee (PSSC) on Security, in its report tabled in Parliament yesterday, said that despite the trial run, which is to be rolled out next month, not involving a ‘junior-senior’ relationship among participants, these issues could still arise.
“”A 24-hour supervision of trainees and the installation of CCTVs are being planned to address this issue,” the report stated.
The recruitment of trainees under NS 3.0 must consider their disciplinary records. Those involved in serious crimes or with ongoing court cases will not be allowed to join the programme.

The report also highlighted the need to review the overall costs for implementing the programme, including RM4 million for trial training and RM38.6 million for 2025, to ensure transparency and financial accountability.
“There are concerns regarding issues of wastage, such as logistics expenses, bus rentals, and clothing costs,” it said.
The RM8 daily allowance given to trainees throughout the PLKN programme is deemed insufficient. There have been suggestions to increase it to RM50 per day.
“The committee recommends that the government consider raising the allowance rate in light of the rising cost of living and as an incentive for trainees to participate in the programme,” it said.
